The Virginia Public Guardian and Conservator Advisory Board
Public guardianship is a program that provides a decision maker for individuals who:
- Are indigent;
- Cannot adequately care for themselves; and
- Do not have a proper and suitable person willing and able to serve as their decision maker.
Public guardianship services are provided by local social service agencies under contract with the Virginia Department for the Aging.
The Public Guardian and Conservator Advisory Board, established by §2.2-2411 of the Code of Virginia, provides advice to the Commissioner of the Department for the Aging about public guardianship. The Board also assists in the coordination and management of local public guardianship programs.
The Board consists of no more than fifteen members appointed by the Governor. One member is selected from each of the following groups:
- National Alliance for the Mentally Ill
- Virginia Association of Community Service Boards
- Virginia Area Agencies on Aging
- Virginia Association for Retarded Citizens
- Virginia Guardianship Association
- Virginia League of Social Service Executives
- Virginia State Bar.
Board members also include:
- An active or retired circuit court judge (recommended by the Chief Justice of the Supreme Court);
- The Commissioner of the Department of Social Services or his/her designee;
- The Commissioner of the Department of Behavioral Health and Developmental Services (DBHDS) or his/her designee;
- The Director of the Virginia Office for Protection and Advocacy or his/her designee; and
- A member of the Commonwealth Council on Aging.

The Board meets quarterly and all meetings are open to the public. Meetings of the Board are announced in advance on the Commonwealth Calendar. Minutes of Board meetings are also available on the Calendar. For information on a specific Board meeting, contact the Virginia Department for the Aging.
