Heating and Cooling Assistance

Older adults may find that they need assistance with heating or cooling their homes. Assistance is available in several forms - help with the cost of fuel; help through home weatherization; donation of heating or cooling equipment or of repairs to existing equipment, etc. The programs listed below are available to older Virginians who meet the eligibility requirements of each program:

Fan Care is a program that provides free fans to aging Virginians who live within the Virginia Power service area and who meet the program's eligibility requirements. Dominion Virginia Power is the primary sponsor of Fan Care, a public-private partnership administered by the Virginia Department for the Aging (VDA). Individuals interested in this program should contact their local Area Agency on Aging (AAA) or Virginia Department for the Aging (VDA) for more information.

EnergyShare is another program sponsored by Dominion Virginia Power. It is a fuel assistance program that helps pay home heating bills for those in need living within the company's service area. It pays for any heating source: oil, gas, kerosene, wood, and electricity. To apply, call toll-free 1-888-667-3000 (VA and NC only) for the name of the designated EnergyShare screening agency nearest you, or contact Dominion Virginia Power via e-mail for the information.

The Virginia Department of Social Services' Energy Assistance Program assists low-income households, particularly those with the lowest incomes that pay a high proportion of household income for home energy. The program is comprised of four components:

  • Fuel Assistance - helps eligible households with the cost of heating their homes.


  • Crisis Assistance - helps eligible households in energy-related emergency situations when Fuel Assistance or other resources cannot meet the need.


  • Cooling Assistance - helps eligible households prevent or alleviate cooling emergencies due to extreme heat. The availability of this component is contingent upon funding and local implementation choice.


  • Weatherization - The program assists eligible households with energy efficiency and air infiltration measures.
